    New York cool meets South Beach glitz at this 334-room tower resort, some of whose features teeter on the fine line between hip and publicity stunt (there's a private lounge set behind a 50-foot long glass shark tank).     What the hotel lacks in beachfront—the private, man-made beach is for lounging and tanning only, since Biscayne Bay below cannot be reached easily on foot— it makes up for in amenities (think butlers handing out iPods, Bulgari towels and Evian misters).     This recent arrival has made a big splash in downtown Miami, thanks to big-name designers (French bad Philippe Stark and Los Angeles it-girl Kelly Wearstler), ultra-sexy interiors and a 300-foot-long infinity pool on the fifteenth floor with sweeping views.
