Video artist Paul Rooney, 36, has won the inaugural ten-thousand-pound (seventeen-thousand-dollar) Comme Ca Arts Prize Northern, Karen Attwood reports in The Scotsman. The competition was launched in Manchester in February to recognize artists living, working, or exhibiting across the north of England. Chris Ofili announced the winner at the award ceremony Wednesday, saying, “This is amazing for Manchester. You don’t have to be in London anymore to be a successful artist."
